I saw this bike parked in a lot near home this past w/e......

Anyone know the name of the wheel "style" and the year/model of the bike? Sure looks like a Dyna to me...and I've wanted that 16" front tire look for a while - without getting rid of my narrow glide f/e on my 2004 Dyna....I was told it couldn't be done without going to a wide glide...but then I see this....

I apologize for my ignorance....any help appreciated!
