I don't think the rim size is going to be a big deal. Overall diameter of the tires are pretty similar.
16x5 has been done a few times, and I'm getting ready to do a 16x5 spoked profile rim on the rear myself.
The only issue would be year of the bike you're doing it to. Later years.. like 2006 up, won't have too much issue with the 180... earlier years, might be a bit more work.

So I want to have mags, dual disc and run a 180-200 rear
I'm thinking a 13 spoke front 19" rim off a 2000-2005 like what everyone does
But on the rear I'm thinking a fat bob rear mag. 16x5.
Is there anything wrong with that combo. Seems the cheapest way to obtain what I want. And I'm running bags so I don't mind mismatched wheels.
Of course they will be powder coated gloss black
I was actually thinking about swapping my rear 18" mag for a fat bob rear wheel modified to accept a 1" axel. I've never liked the low profile 180/55/18 tire on the bike for the last few years. Let me know how it pans out for you
2008 FXDF rear wheel with a 16x3 hoop laced to my stock front hub. Swing arms are the same so I swapped my '07 axle, spacers, caliper for the newer '08 version. You will need the newer two piece rear caliper for the smaller 16" wheel. The 2007 one piece caliper/bracket is a nightmare with the smaller wheel.

Do you have the part number of or know what model the two piece caliper came from. I installed a 16"x5" rim in the rear and using the stock rear caliper from my 2010 Street Bob was a PITA to get all together. If I can simplify this process when I do my next tire change that would be awesome.
