It's the belt, I had the same EXACT problem right after my first service.
Took it back in and had them loosen the belt @slightly" and it went away. EASY

I actually just used a belt tension tool to measure and the tension is spot on

it is a new bike just under 1500 miles

I'm telling u, it's the belt. Mine was 1023k and adjusted belt at service and had the howl. Lessened it up abut and boom. Fixed. Looser is better anyway.

UPDATES

check the spec of the belt, it is correct.

Upon closer listening it seems the whirring or howling could be from the transmission, is there any reason to now worry?

When you hear it the loudest, if you pull in the clutch, does it stop?

Howling sounds can definitely come from the primary if the chain tension is off or it's rubbing against something inside the case. I would open the primary.

Does it sound like a Jetson spaceship lol if so check crank tolerance

Had the same noise in my '14 Dyna. Scrubbed the belt clean and it stopped.
