I was installing a new footpegs... and I see a cable behind the air cleaner...
It is normal to not be connected on a US model. The over sea models have a electric flap to the air cleaner housing that the wire connector your looking at would go to. So no worries, your bike is good to go.
The connector should have a push plug attached that fits in a hole in the stock backing plate...The SE plates don't have the hole...3/8" drill bit will take care of that and keep it tucked up nicely out of site...
