I replaced all the fuses..they tested good anyways but replaced them.
My tail light works...brake light comes on with forward brake lever but not with foot lever...if that makes any sense??
The instrument fuse circuit tests fine as I have 12v at speedo connector orange, and power cuts when fuse pulled. There's 12v across INSTR contacts at fuse box.
I'm planning to pull fuse box out and look behind as well as check frame ground in that vicinity of rear fender.
Like I said, I do have 12V at both ORANGE and ORANGE/WHITE at speedo connector, yet no response or light up at speedo when plugged in.

since you've replaced the speedo and the fuses the only thing I can think of is a flaky connection in the ignition switch. Like not going full on. My 10 Ultra LTD occasionally seems to act similarly and I shut the switch off and back on carefully. It will even run but the instruments don't light up. Maybe wiggle your ingnition switch around a little and see if anything changes.
I'll keep digging into it.

I've wiggled the key on/off vigorously as well as shook the wiring around leading to ignition switch and no surprises. I'll pull the ignition switch and slave in another switch to try. But having continuos live 12v power to both the Orange and Orange/White wires at speedo plug with ignition switch ON would only confirm that my ignition switch works, you would think? I'll have to get the tool to spin off the nut that secures the ignition switch.

Did you replace the ACCY fuse? How are you measuring it? You should have the negative lead on the DVM to frame ground and positive lead to both sides of the fuses. If you have one lead of the DVM on one side of the fuse and other lead on the other side you should read no voltage for a good fuse.
I'll rip into it tomorrow if time permits.
I'm leaning on a bad ground, as I'm definitely having all the correct voltages to the correct pins at the speedo plug with ignition on.
How simpler can it be?
I'm in hopes that's the case.

I pulled the battery and box as well as loosened and pulled out the fusebox. I removed and cleaned all the ground point studs and terminals and all clean and good.
Reinstalled everything and no change.
I have my full 12v at both the Orange and orange/white pins at speedo connector at ignition key ON.
All fuses replaced.
A TSSM tried.
Ignition switch seems to work fine as it powers the bike on and off normally including power to speedometer plug.
Bike starts and runs fine.
The annunciator lights (oil press/neutral/hi beam/signal lights) all work fine.
A forum member mentioned similar speedo issues and had a blown CUST/ACCY fuse.
Mine is fine as well as power to fuse at box.
I don't see anywhere on the wiring schematic this circuit feeding speedo....Where does it tie into the speedo circuit??
I removed the ignition switch and cleaned the 3 wires and tested fine. I cross the RB IGN wire to the red BATT wire and bike lights up fine, except nothing to speedo.
Very frustrating....
