Take a Dyna for a ride, it's the only way you're really going to know. Keep in mind that there's a lot of things you can change to make it a more comfortable fit if you're fairly small and light too.
EDIT~ Actually, the factory stock seat on the FXDL is a "low" profile seat. I suppose one could get the seat shaved down/narrower too though.

EDIT~ She's wearing her regular boots here, but her Daytona Women's boots have a 2" lift built into them. The lift is not "all heel" as some of it is internal. (Kinda like Tom Cruise's lifts!)
My wife is 5'6" and has toured all over the place on her 08 Low Rider without incident. Having said that; if you are out test riding be sure and try the Softail Slim; very low seat and about the same weight as a Dyna Fat Bob. Sounds like you've made up your mind, you'll notice the ''beaten up'' difference on your first decent ride.
I have spoken with a few lady riders out west that have Dynas and they all said after the first ride it was a big difference on comfort. My mother in law who rides has a HD heritage and she is a smaller lady. She said the only issue sometimes is backing
