Mine was. Sounds like OPs broke going back in. Dissimilar metals? Poor machining tolerances? You have to replace the steering head stem to fix it right, or remove it and drill it out with a press or lathe, too much trouble.
If you decide to get the broken bolt out, at least it's a removable part. Take off the lower tree, go to a machine shop (or mechanic) for removal, then re-install.
