Actually a very easy way of telling if you have tubes or not. Tube valve stem will have a nut on it where tubeless valve stem will not. I can't see either valve stem in your photo to be abal to tell.
Or you can just look for word "TUBELESS" while you're down there by the valve stem

The smooth rims were a costly option. I think they listed at $450 extra.
Here are two photos of my 2013 FXDC with the smooth wheels. Notice the nut on valve stem.

So your smooth wheels on your non anniversary 2013 do not have tubes? Everything I've read and all the promotional ads I've found from that year say they all came tubeless but I'm still unsure about mine. Do your wheels have the word tubeless stamped in them?

My bike is a 2013 SGC, non anniversary, non smooth profile laced wheels and it has tubes.
In 2013 the FXDC came with two types of laced wheels. The Standard chrome steel wheel (with tube) and the Optional aluminum smooth wheel(tubeless) which listed for $460 extra. The exception was all of the Anniversary Edition bikes came out of the factory with the Smooth wheels. In some cases the dealership would switch wheels to lower the price to make a sale. My bike has the smooth wheels but it didn't come from the factory with them. They swapped out the less expensive wheel to bring down the price on another bike in order to make the sale. The irony here is I walked in on a rainy Saturday and got the wheels thrown in for no charge.
