This appears to be after market forks
How do the chrome cover (dust covers)detach from the forks
I'm getting ready to install new tires and brakes
seals are leaking, so need to fix them while apart
I don't recognize them. They're not original. Seals...sheesh, hopefully the stockers fit. Otherwise, good luck finding the right ones. Hopefully somebody smarter will come along here and give you better help.
They look like they attach the same way as OEM dust caps. On the inside of the lowers there is a slight cut out for using a punch and small hammer to force them up by lightly tapping. If there is no cut out them I'd try a thin putty knife and gently tapping between the cap and lower. Maybe try a strap wrench and see if they are threaded and screw off.

Those look like custom billet lowers, so the caps might be threaded on. If you don't see a noticeable indent for the "tap" method, definitely give the strap wrench a try first.
cut a piece of webbing from a ratchet strap
secured with 2 hose clamps
applied pressure with spanner wrench, on 1 screw clamp
hit with a hammer on the other screw
IT moved, but still tight
Someone had used thread locker>>>> a little heat, off came the caps
Now to take it apart, find some seals
I think they are a bullet fork, found a company that shows the same kind of fork
