Start by putting a good 24 hour charge on the battery using an automotive battery charger set at 2 amps. After 24 hours, take it off the charger and let it cool off for about an hour and then check that the battery volts are at least 12.25 vdc static. If it is low, replace it. If it reads over 12 vdc cold static, do the cold-crank test you did again. If it is still dropping that low, crank it and check the charging volts...it should show 14 vdc absolute minimum. If the charging volts are low, check the voltage regulator and stator.

If maintained on maintenance charger, it's the battery. And even when you have it checked, there is a good probably 70% chance even if they say it is good, it is not. These small low amperage capacity batteries take sensitive equipment to really check. When they put that load on a fully charged one, just a few tenths off on the voltage and they are weak.
