If you're looking for someone local to you, I would call some independent builders in your area (cars, trucks or bikes), and ask who they use. If local doesn't matter, you have a million options... I use these guys, and they have a very good reputation in the Mid-Atlantic... But I chose them because they're thirty minutes from me (although I know they do a lot of mail order business as well):

Thanks, I did a quick google search for powder coating in my areas, found one that will do the shields for 120...but, for 80 more, i can buy a new set already black from boardtracker...decisions, decisions.
I thought there was a forum sponsor (joe?) that did powder coating, but i dont see anything like that listed in the sponsor section.

I got a guy in southeast Michigan that does really good work for cheap. He only charged me 100 bucks each to have my wheels done. But depending on where your located it might not be worth it to pay shipping. I'd just have em powdercoated but that's just me
