The money seems fair. One year newer, less miles, etc. Did you ride it? It is a slightly different riding position from the Low Rider as you already have the "further forward" mid controls. Floor boards are nice especially if you get a driver's backrest. Like riding a Lazy Boy. The bags and large removable windshield is also cool. It's a lighter Road King. The test ride should set you free...
With a salvage title they should be giving you cash, its not worth more than yours. You can figure about 20-40% off of book value, and plan on keeping it because more often than not people won't touch it with a salvage title for the same insurance reason you stated
