My lady friend has a 07 street bob with saddle bags. She is wanting to relocat the license plate below the tail light any one do this? and how?

I take it she has the full fender, not the chopped? If that's the case I have only seen the plate mounted above the tail light. HD makes a kit for this. I used the great bike gear kit but I have the chopped fender and bullet style lights. If you google it, there should be a couple options. And I don't know for sure, but great bike gear may make a kit for a full fender.
