Fuel Pressure Regulator?

Fuel Pressure Regulator?
Bike runs really rough when fuel is low (not empty, just low) and smooth when tank is full. Could it be a bad FPR?

If your bike is a EFI, It is probably a pin hole in one of the lines inside the tank. Check your fuel pressure. 55-65 psi. Very common issue
