1) Ignition on and the fuel continues to run, quietly. Obviously not building pressure.
2) With the tank opened up and all hoses connected, fuel sprays out the back of the Fuel Regulator.
3) With the discharge line removed form the Fuel Regulator, the pump produces a nice stream of gas.
4) The hose from the regulator is not plugged.
Have I got a bad Regulator or what??

Your fuel pump needs to be replaced. Sad but true. When I wrote that post I didn't realize that the pressure regulator is built into the pump. Not a cheap fix but it's your only choice.

How did you determine that your fuel pressure is low?
id bet that the fuel you see squirting in the tank is the fuel return. Modern fuel injection requires the unused fuel in the system to return to the tank. The injectors will take what there called on to use by the ECM and return the rest . How does the bike run. If you had an issue with your regulator or pump the bike would not run very well or at all.
I had the same symptoms, ('07 FLHR 61k) replaced regulator housing, then regulator, and could only get around 22psi.
I shopped around in eBay and got a pump, filter, screws, check valve kit for around $90.00.
Plus what I spent at the dealer,
About another $45.00, I have all new guts in the tank.
When in doubt throw it out!
