For stuff like that the dimensional tolerance is usually less critical than surface finish. I'd guess something around diameter +/- .002", circularity, axial parralelism, and surface RA of maybe 120 or less. Without an engineering document from the manufacturer it's difficult to say either way.
Not worth the risk of a rework, IMO.
The operator or order writer probably didn't know the interior needed masked/plugged. Be sure to specify all holes to be plugged in the future. Don't forget the drain plug.

Probably depends on the fine print in the quote/estimate and their familiarity with similar parts. And, of course, their customer service policies. I would hope they would step up, but ya never know.

They gave me an immediate price on the phone “fork lowers are $120” - I would think they’ve done them before. Oh well, I’m not going to assume anything until I talk to them tomorrow.
Im personally so tired of this that I’m a heartbeat away from scrapping the whole dual disk idea and just getting a post 2000 left slider - factory chromed, and just using a Ness big brake kit and be done with it. I really am.
Decorative chrome plating is neither an art or magic….yes some parts are harder than other for instance a frame but anybody plater remotely knowledgeable with mechanical parts would have mask the bores and other area's of question. They are the experts you should not have to hold their hands over every little detail.
Just spoke to Bill at Pauls Chrome. As I expected, he said "we do hundreds of these a year, exactly the same way and never have a problem. When I asked why they wouldn't plug the tube he responded that they would likely float and not be able to be submerged in the solutions. I didn't accept any of that. Forget the seal area, the entire bearing surface was etched and rough. It would kill the leg bearing pretty quickly I expect. I'm not buying that they've been doing it this way all along. You can see the etching all the way down the tube, vs a new tube below it.

Judging by his response (which is unacceptable), I guess it wouldn't help to send him these new pics? ... Maybe Bill is the janitor and was just sweeping by the phone when it rang
