I have a 98 dyna wide glide with 25,000 and decided to lubricate the steering bearings . I dropped the fork down loosening the pinch bolts and lubricating the bearings when i put it back together i noticed that i could not tighten the fork stem nut all the way down only about halfway down on the threads. I took the fork apart thinking that something was binding and put it together again and same issue with the nut. I just cant remember whether this stem nut was like this before i lubricated the bearings or if i am doing something wrong . i have never done this bearing job on the bike before after installing the top bearing in the neck then the dust cap and the adjustable nut then bracket there is just not enough threads on the stem to tighten down the fork stem nut anymore than halfway.
If the part you are talking about is #43 in the above 'Ronnies' diag. then you really have to put some sweat into getting it tight ! I had to use a large pipe wrech to get it down tight...b.
Rope trick-
One rope tied tightly around lower bearing where grease will come out when purged.
This will force the grease up to the next vacancy when purged.

I tightened mine finger tight then lightly preloaded with drift punch, assembled top tree and tubes, and started fall away process.
Not sure if the 98 and 99 differ at the trees/neck but mine didn't go together hard at all. Like Blue Bob, just a light tap of the adjuster for preload and simple torque of the stem jam nut.
