The exact same thing happened to me which was why I posted this. At the time I was wearing a full face helmet and he was wearing a skull bucket. I wasn't sure that he wasn't complaining about my head gear.
I like the palm out, waving up and down idea but I have a notion that tapping the head has been around awhile.
I'd say holding your left hand out, palm down, gesturing downward.
An old timer once gave me this signal - and I immediately understood - no need to think about it. Flash of beams works too - anything else seems confusing .....
all you have to do is tap your head on the top like you where patting down your hair... that has always been the sign we have used for cop. works great and at least in IL seems to be the unwritten sign... i have been pulled over for unpropper use of headlight on the bike for flashing... and i fought it... said that it is aprojection light and that it has the impression of flashing... cop did not sayanything and it was thrown out! what awaste of time!
Another vote for tapping the top of your helmet. A sport bike rider did that for me on a residential street a while ago. We were going slow enough that I could hear him say "cop" outloud, which obviously got the point across. It was the first time I had seen that gesture, but it makes sense to me since I believe it symbolizes the emergency lights on cop car. It's a bit more descriptive than the gereral "slow down" palm down wave. But maybe it's used more frequently within the sport bike crowd? It was the first time I had seen it.

Got this move from a couple of oldheads a few weeks ago. Took about a second for me to understand they just passed a speed trap. Been using that one myselfever since. If I'm in a position where I need to keep both hands on the controls, I'll do the high/low beam deal.
