Those screws are only to tighten the ball on the stem. They secure in to levers that apply the pressure but if the screws are removed there may not be anything holding the levers in place anymore. Did you have the rattling before the screws were removed? In any case, the only way to fix it is applying heat to the mirror to weaken the glue holding it to the housing and then pry the mirror off to get inside the housing, get the levers put back in place, put the screws back in, and glue the mirror back in. That or spend a lot of time trying to get the levers back in place just shaking the thing around. A lot of times people end up breaking the glass on trying to remove it or don't glue it back in properly, which is why for $15-20 you can find a replacement on EBay and not have to worry about the time, mess, and possible damage done since the glass is glued in.

Ok OP It's easy.
Plan A.
Lay back in your recliner. Put the mirror side toward the ceiling and gently shake it around until the piece inside reappears. Line up the holes and install the bolts using blue loctite. This will take some time, patience and can be rather trying on the nerves. After an hour or two of this method, if you have no success, go to Plan B

SC&R(**** can & Replace) They're not all that expensive and after Plan A, you'll be ready to start barking at the moon.

Pop it in the oven, and let it cook for a while. With any luck the glass will fall right out. If not, push on the backside of the glass through the screw holes.
