According to my dealership, they are the original forks.
Of course in the Pic the forks "look" long, but pics can be deceiving so ...
Let's look at the evidence we have (keeping in mind that I don't have a 1998 WG available to measure) ...
First, you come here thinking that the Bike might be leaning over more than normal
Next, Two people just measured their 2000-2005 (41mm) Front end (one specifically was a 2000) ... they measure approx 30.25" (you measure 34.5")
I looked up the the Fork tube length and found that the 98 and the 2000 both use 24.25" tubes. So unless the 98 uses an approx 4" longer Damper Tube which is highly unlikely, then you should have longer tubes than OE (or I guess it's possible that someone added longer Damper Tubes, but doubtful).
Maybe someone with a 99-earlier FXDWG will stop by and confirm some measurements

You have longer than stock front tubes. Yes, your bike is leaning more than stock. Bungking sells a block that goes under your kickstand. It may do the trick for you.

Somebody threw some 6" over tubes on that thing and didn't put the extension wedge behind the kickstand mount to compensate for the extra lean. You did that or a longer kickstand with long forks and no raking the frame.
My sig bike is running 6" over and look how she sits with the wedge and no frame rake.
