Falikmike, lookup the Facebook group "Harley Davidson Teilborse" Loads of Private people on there selling all sorts of HD parts. No vendors, just peeps making space in their garages, or take offs from projects. Often see good mags advertised for good prices. If you do buy something on there the sellers will usually tell you if the TuV cert comes with.
As for this "you need to mod your fender to have mags" guff you're being told, unless you're upsizing your wheel size, I aint buying it...

Chinese, yes, or at least low-cost country of manufacture...Malaysia, Mexico, India, China, etc.
I can't speak to the quality or durability since I don't have any personal experience with the brands. Lots of people use them. It's not my preference to buy low-cost imports, but I understand the pressure of a modest budget. That said, I spent "extra" for Japanese Excel rims and their quality was no better than OEM. They are very light, though. I believe my original 99 rims were made in Spain.
