It is leaking around the shaft that the butterfly is attached to. There are felt? Bushings(gaskets) on each side of shaft.
Is there an oil to keep it wet to seal better? Or is this just natural?

I believe some manifolds have a felt bushing that goes around the calipers holding it in place as well as the rubber gasket that seals each side as you tighten. Just depends on the model bike you have. To answer your other post, the only way I know, or have looked up to make sure the manifold is level is to attach the air breather plate along with the carb loosely and tighten the manifold a half turn on each bolt slowly. If your breather plate is bent this could definitely be an issue.
The felt gaskets are on the shaft that goes thru the carb, all of them have that... Just didn't know it until a tear down of 3 cv40's.. Ended up pulling the jets out and going to be playing around with them. 200 and a 50 are in it now, but going to drop a size and go 195 and either 45 or keep the 50 in? Ended up checking back plate out using a few smaller levels to make sure no bends or warps.
Just odd that 14 months on a carburetor no issues.. Then over night burps and decel out the wazoo.

Depending on your altitude is what may effect the 45. I know most guys at sea level with a standard bike have it at 52. This video is long but while he's changing jets, Pacific Mike explains why he is going bigger with the slow jet and altitude variations. He also says that a majority of issues are with the slow jet because the main jet only gets used when going faster speeds so really all you kneed to change is the slow one. I hope this helps a little
Sounds like what you have is called a "carb fart" / cough. Brought by the EPA to keep your fuel mix lean. The stock slow jet is a #45. Look up, Joe Minton tuning the CV carb. I did as he suggested in around 2004 to my 02 Dyna. with one exception. I raised the needle with 2 #4 brass washers to get the needle past the the odd spot on the needle. He also recommend to remove the plug covering the mix screw and screw in the mix screw till lightly seated then back out 2 1/2 turns. He did not suggest replacing the slow jet. IF I was to replace that jet it certainly Wouldn't have gone to a #50. Maybe the guy in the video knows his stuff, that's why he mentioned to not use a long wrench on the breather bolts, yet used a driver tightening up the three screws on the filter and then reefing on the allen screw to the filter cover. Like I said, I modded my carb back in 2004 and my carb coughs/carb farts are way behind me. Good luck.
By the way when I was in Deadwood, S.D. I didn't have any issues due to the 2,700 ft. in elevation.

REW, Got everything cleaned out and new gaskets in the manifold. One more thing you might as well replace is the MAP sensor seal (I got one from jp cycles for $1). Since I had my carb off I went ahead and cleaned/replaced all the gaskets and accelerator pump diaphragm. **** part is... I haven't been able to ride yet... Hopefully you got your issue fixed by now.
