A friend of mine recently bought this FXR4 on Copart. It was sold as "2012 ASVE ASSEMBLED" and now we are desperately trying to find out what this bike actually is, because instead of normal VIN it has this weird stamp on the steering column. Any help will be much appreciated!

It's an aftermarket frame, as the original FXR4 was produced in 2000. Is there any other markings on the frame? What is the VIN that is stamped on the motor cases?
I'm sorry to tell you this, but your friend should have been desperately holding on to his money. If the bike did not come with MSO papers (which would clearly tell him what parts he has) when he might have a hard time registering it (at least here in the US). If he can register it, tell him to enjoy it as much as he can and don't worry about it. Your friend should have educated himself more before buying this bike.
Yeah I was coming up with maybe a Paugho frame or maybe Custom (forget the name of it) out of Las Vegas and then the "HI" or what looks to me like HI led to some South Africa frame job serial number, beats me.
