Might try loosening the top triple clamp stem bolt (#4), and the clamp bolt. Put a socket over the bottom stem with a washer and longer bolt, apply a little heat to the lower triple clamp and tighten the bolt to the socket to pull it down a bit.
The clip is used as a stop when the stem is pressed in initially.
Should not take over an hour or so depending on front end accessories to remove tree's
Use a hydraulic press and press deeper and install clip then press back to set proper depth.

The Stem get pressed in up through the bottom ... although more people unfortunately think it's the other direction and think the Ring is to keep it from coming "Back Out"
