You need another angled shim, reversed, on top so the nut sits flat.

Adding a second angled shim on there only moved the misaligned part to the top of the bolt. Both shims are the same size and angle.
It looks loose because I don't have a long enough bolt and the hardware store is a 2 hr drive. I hold it up there tight on the bike and it is off. I hold it just in my hands and it's off, the angled shim idea doesn't seem to work.
According to the speed kings instructions, you have to open up the hole in the gauge bracket.
That may be it. The bolt needs room to pass through the bracket at the same angle. However, eyeballing your photo, it doesn't look like the angles are the same. Look at the drawings by Mud and me. It will work.
