Look up a company called no tubes. I have converted a couple bicycles tires with them. Should be able to do the same to almost anytime with similar pressures. That stuff seals pretty much anything fast.
I've always wondered why those companies that make those semi-solid tubes to go inside bicycle tires, mostly for off-road bikes, wouldn't make them for motorcycles, so no puncture would ever cause problems, since there's no air inside the tires, and as far as I know, they can be reused in new tires, or is that not the case?
Expensive but super trick! These would be a breeze to lace. No pulling rim out of round / fewer spokes because of rigidity / probably higher torque / less maintenance.
The main thing, though, is that you will probably need to either get a special valve stem to fit perfectly, or drill out the rim so it can fit a bigger stem before sealing it.
I was going to do something like this with my rear rim on my Honda, since I was installing a car tire on it, because it can't lean, due to the Voyager-type kit on it, but had trouble with the valve stem, and the shop I took it to so they could install the tire didn't want to do it that way, and insisted on installing a tube inside the car tire. Hey, for $35 to mount it I'm not going to complain.
