So the front tank bolts weren't crazy lose but it definitely took a few turns of the wrench to tighten them. But here is under the bike where the kickstand would hit. Is the pad missing or is it that blak strip by the zip tie?
The tank bolts can be 1/4 turn loose and it will still clank, so it's a good chance that was it.
Don't see a pic, but there shouldn't be any zip ties under the frame. There should be a black rubber bumper, though.
If the bumper for the jiffy stand has moved, likely from using a jack, it will contact the frame, sit on the bike and kick the stand up, if you hear it hit the frame.
Move the rubber bumper so the jiffy stand hits the bumper instead of the frame.
When you have the bumper in the right spot you won't be able to hear the stand come up.
Did you find it? My 04 Softail has always done it from new. It actually makes it on the rebound. I just ignore it.
Always makes a clunk? I tightened both sets of tank bolts. Moved the kick stand bumper and put some sticky bumpers between the plastic under the rear fender cause that **** was rattling like no other.
There was an issue with part number 8 in the attached photo. The stock one was to thin and caused a thunk in the front end over bumps, I had the same issue on my 07 WG.

STEERING STEM NUT/WASHER Purpose
This service bulletin is to inform dealers of updated parts and service procedures to eliminate loss of clamp load on upper steering stem nut. Normal warranty applies for service performed. Motorcycles Affected
• 2006-2007 Dyna models
• 2008 and earlier FXDWG
• 2008 and earlier FX Softail models
• 2008 and earlier VRSC models Required Dealer Action
If customer is experiencing any of the following conditions, perform the service procedure for the appropriate model as explained below.
• Looseness in front end
• Loss of clamp load on upper steering stem nut
• Front end clunk Dyna and FX Softail Models

2007 and earlier VRSC models were shipped from the factory with aluminum stems. If the lower triple tree was subsequently replaced on these vehicles, check the service records to determine if the new lower triple tree included any of the following steel stems:
• 46771-02A
• 46860-06A
• 46752-01A
• 46788-06A
• 46781-06A NOTE
All 2008 VRSC models have a lower triple tree assembly with a steel stem.

code 2290 for 0.4 hour.
