I haven't rode any of the new Softails in any great capacity. Just a quick test ride. I had a 2008 Street Bob that handled like it was on rails stock. Not really what im looking for now though. I might pick up a newer Wide Glide. I live the way they look compared to what's out right now. The sound is 10x better too IMO.
Yes I have. Specifically my Dyna has true track, ohlins rear shocks, and a front cartridge kit. The Softail handles better.

It feels like my buddy's 89 fxr with legends suspension

I can’t comment on the new Softails but I can comment on what totally smoothed out those road ruts or especially the little ripples perpendicular to the road on my bike. With Ohlins rear and Traxxion front on my FXDB and sag setup correctly, road imperfections still felt like road imperfections. However, after mounting a set of radial tires on the bike, most of the ripples or ruts in the road really just disappeared. Radials have more “suspension” built in than ancient bias ply technology.

Good suspension is going to feel stiff. Better tires soak up the small stuff.

I put Legend Revo-A and Axeos on my 2007 Dyna. I feel they substantially increased confidence and handling in the corners/curves but I lost some of that rock steady, riding on rails feel it had with the stock suspension on the straight aways. Bike feels a bit darty like you’re constantly putting in a little effort to keep it straight. It’s not as relaxing on the straights like it used to be.

The Axeos dropped the front about 5/8” and I put on 13” Revo-As which raised the rear about 3/4”. I’ve wondered if the change in rake and trail has to do with it.

The rear shocks are like riding on a cloud but the fronts are pretty stiff. Still get the Dyna shimmy at very high speed but not as badly as stock, which would start around 80 mph.

Overall, improvement over the stock is there. The biggest complaint is the stiffer/jarring front end. I haven’t ridden the new Softail to compare, sorry.
