Fuel filter is inside the tank, remove the dash and the cover under the dash. Fuel filter is on the fuel pump assembly, which is on the left side of the tank. It's not a fun job, but doable with a little patience. When I replaced mine I also replaced all the plastic lines with Gates submersible fuel line.
IDK if the filter is the same as the ones on the Road Kings but I changed mine on a RK and it was a real PITA. There is an articulating arm that holds everything in place inside the tank. I had a hell of a time getting that thing out of the tank. Patience is definitely a virtue on this job.
Oh, and make sure you buy new screws to bolt everything back in, the ones that hold the gasket on are one time use.
