Default Identify Plugged Ports

2017 Low Rider 103 Twin Cam. Just got this bike Can someone tell me what these ports are and if they should be plugged off? Looked in shop manual for a while but couldn't find.

On earlier bikes one port went to the carbon canister but only for bikes with California emissions.

If you look on Google Images or eBay there are a lot of manifolds with both ports capped just like yours:
