Have you run a DIAGNOSTIC SCAN FOR ERRORS????? Are ALL of the electrical connections good? If it turns over with the spark plugs removed, does it turn over fast or slow? Fast is good, slow is bad. With the motor turning over without the plugs in, you can eliminate mechanical interfearance, like open valve hitting a piston. IF there are no compression releases, the OEM starter may no be up to the task of starting a higher compression motor. I did a 105" to end on my 07 with no comprssion releases and had to upgrade the starter to 2.4kw starter.
1st thank you to all who replied. The dash harness was unable to check codes so I used a different one that has no tach hookup, and checked codes with that, there were none except the no rsp code which is regarding the tach. I already hooked up the tts tuner to account for the changes i made, i think im good there, but who knows. The cams have built in compression releases. I replaced several connectors, both hand controls, the fuel pump sender. The bike has 40,000 miles on it and it was outside so long the speedo was sunbleached and needed to be replaced. Although unrelated to this problem I also replaced motor mounts, stabilizer link, clutch, clutch hub, upgraded the compensator. I've put on new front end, I changed the bearings in the swingarm, if the bike ever starts it might be fun to ride. If being the operative word. Like if my aunt had ***** she'd be my uncle.
Remove battery cables, clean the terminals and the surfaces they connect to.
Clean the pins on the starter relay and the connector it plugs into.
Let us know when this is done, then you can start troubleshooting instead of jumping all over the place.
This is where I was at. My techs often dive down the rabbit hole, having overlooked what I like to call "wrenching 101"
Sometimes it's good to take a step back, and look a the stuff posted above, OP.

Hi thanks for the reply had health issue and was out of commission but I'm back and bike is in same condition
To answer your questions, yes I load tested the battery, I did compression tests , I've taken it apart checked , cams/timing , pushrods, starter, cables. I talked to ss, the guys who did my heads. SS said to check cables, starter, and to pump up lifters. I had already done that, I tried using car battery while jumping it. I got another set of the same lifters and cams that will be here next week and I'll try that. The guys who did my heads said they've seen cams with the timing marks ingraved incorrectly which is why I got another set. Thanks
With 110 cylinder did the OP use head gaskets set up for a 4 inch bore.

Could the ground cable going to the engine case be loose
unfortunately its not loose its clean and connected
If new lifters were used, a common mistake is to adjust the pushrods to deep and may have a valve hitting the piston..
The pushrods are adjusted correctly
If you pull the plugs does it spin over freely?
Yes
Have you measured the voltage at the starter motor when cranking?
I have not, however I swapped out the starter from a similar bike and both work.
