I STAND CORRECTING MYSELF. It's been quite a few years since I disposed of my last CV-40. I looked in my Carb Parts storage container. Damn old CV-40 needle . . . . with clip notches. I APOLOGIZE, musta been a Senior Moment . . . . or CRS.

If all else checked out, check the choke cable to ensure it is the correct one and moves freely. And make sure the choke cable returns the enrichner to the fully closed position.

i would like to say thanks to everyone helping me out with what i need to do and such. i do have a CV40 carb and the needle was a dyno jet needle. i have since got the CVP needle and new jets as well as a rebuild kit for the carb. waiting on a velocity tube though, the one i had was from the dynk jet kit and took dyno jet jets. i should have been more specific and listed what i had instead of just saying whats done, i apologize. but thanks again everyone, ill repost a message once i get her going again!

like @Bubba Zanetti said , start simple check the air cleaner and intake make sure its clean and choke fully open.
