You can buy a harness ( it has to be pinned into the system ) or you can wire the ACR's through the start switch so they are activated when the start button is used ... A Google search will help ... Good Luck
There is a good reason HD put ACR in the 103. With out them it is hard on the start and battery. HD does not put stuff like that on if it is not needed.

You need this wiring harness to add them. You'll also need to have the ACR function turned on in the ECM. A dealer can do it, or if you have a PV or TTS tuner for that bike they both can activate the ACR function.

For the acr's yes. Take 2 of the wires from the ACR's and connect them to a wire and run it to the wire that goings into the starter for the solenoid.
Take the other 2 wires and connect them to a wire that runs a ground post usually on the frame of the bike'.
The ground point I used was just behind the gas tank on the frame. Easily seen with the seat removed.
Your bike maybe a little different ya just gotta look and see.
Opps I did put an inline fuse in the wire that goes to the starter. 10 amp if IIRC
