There is a clip like that on the steering stem, under the lower triple tree, but I guess that one would be closer to 1" in size. Still worth a look maybe.
That was the first one that came to mind. I didn't remove it but I checked it anyway...still there.
I did that last night on Ronnie's Parts Finder microfiche. For the two bikes I have now and for a Sporty 48 I had a couple years ago. Thanks for looking and the suggestions.

You reminded me that I installed further forward controls on a 2020 Sporty 48 a couple years ago. It's possible that it came from that. Hell at this point it could have come from anywhere...
Thanks for the suggestions all. I'll see what presents itself in the future but for now both bikes run and ride great and I'm not hearing any unusual noises.
I had one fly off the snap-ring plier on some works I did months ago. I could never find it and gave up. Then one day there it was on the garage floor.
I bet you did some job and part of it was using a new clip, and the old one got tossed onto a bench, finally found it`s way to the floor.

While the wife spent Easter Sunday entertaining the kids and grand babies, I went through the microfiche exploded views of every component I've touched on both bikes. If it showed a retaining ring, I went out to the garage and checked to see if it was there.
I am now 100% confident that neither of these bikes has now or ever had that retaining ring attached to them.
I'm closing this investigation. Thanks to everyone for trying to help me figure it out. Lol
