The apprehension ( I wonder what is going on in there ) can be answered quickly by taking it apart and checking ... I know you don' WANT to do it but .....
So hold it, you think that because there's a gap between the bolt lockers and the pulley that your bolts loosened up? If this is the case then you need to take a real close look because I believe the shop that installed that for you left the original washers in there creating that gap which they probably shouldn't have but they did.. I don't know, I've never used locking devices cuz I never needed them because I've always ever did everything properly by the book and never had an issue of a single bolt loosening out of a hub...
Maybe your not sure if what your looking at and need confirmation.. But I don't believe there's a single chance of any of those bolts loosening up with that device on there... So if you're going by the gap, it's non-existent.. Don't think about it just ride.. If you feel issues in the rear, vibrations whatever then pull over and check them or you can put a torque wrench to them and check them..
Did you get any movement when you retorqued the bolts?
Is the gap the only reason you feel the bolt are loose?

No. There are no old washers behind the backing plate.
Yes there was a bit of turn play when I retorqued. And they dont meet surfaces.
I am thinking of just pulling these bolts out, clean g the bores and replacing them with new Diamond bolts one by one while the wheel is still on the bike. I realize that isnt the recommended procedure but realistically whats it matter if I pull the wheel or not?
I really doubt this gap was there initially. Im hyper paranoid about pulley bolts. I would have noticed it. Yet they dont go in any tighter.
shop says they dont adjust the wheel when pulling it. Just remove the axl. So the original balancing should be intact.

The bolts didn't back off. They can't. The lockers keep the bolts from backing off.. The problem is that either the stackup collapsed or possibly hard locktite patches were used and the bolts weren't torqued correctly.
If there was a gap that large the pulley would be flopping around loose. (Actually, it would have taken flight a long time ago.) There has to be some material in there, either the way the hub is machined, or some washers. Stop fussing with it. Either take it all the way apart or leave it alone. If you've put 8K miles on it then I doubt there's anything wrong with it.

Probably just some "Cast in" Standoffs (similar to shown below). Your original Dyna pulley probably didn't have that much of a Standoff, but you said you swapped out the pulley.
