I'm hearing the usual mechanical hum that comes with that clutch setup when new, it will get louder and turn into a rattle as you get some miles in it and the edges on the plates wear in against the dogs. Belts going to settle out with some use, they are always tight at first. Take several hops around town, don't get frisky or heavy highway checking things often, go from there.
Alignment is critical.. need to make sure the outer edge of each pulley is the same distance from the motor plate.. Tension is not adjustable.. Motor plate is fixed..
If the belt is so wide that there isn't clearance on at least one side, that may be the source of your noise.. If you want to check alignment should be able to place a straight edge across the outside edge of the pulleys. They should be flat..
I suspect the belt is too wide for the pulley and you may want to refer to the instructions or contact ultima.

Update: After some trips arround the country, the noise is still there.
Do a quick research there are 2 over teeth belt that I think it could work:
1. BDL-141: 141T (over 1T) 8mm but only 1 3/4 width (compare with the stock Ultima 2).
2. BDL-142-2: 142T (over 2T) 8mm 2 width.
I think I should give the second option a try. Just wonder over 2 teeth is normal or too much loose? (The current Ultima 140T is tight as f***)
I have the same setup on my 1997 Dyna, it does NOT make that sound. As stated tension is not adjustable, alignment can be checked but again not really adjustable.
I bought mine from Jireh Cycles, I would call them and Ultima for advice.
PS after 10 years I had to change the clutch hub bearing, the belt got slack, but still did not make a noise like that.
I would think that going oversized on the belt, even 1 tooth will give too much slack/looseness in the belt. To check pulley alignment, you would have to remove the front pulley cover and the rear pressure plate assembly to get an accurate measurement from the face of each pulley (they should match front to rear and rear to front). Also, can you post a video of you checking the belt tension. How much can you move the belt when pressing down on it with 10 lbs. of pressure.? Is it less than a 1/4"?
Think about it; if you add two teeth to the belt it's the same as moving the two pulleys closer together the distance of one tooth, i.e. 8mm. a significant distance. (Adding one tooth would be the same as a 4mm change.)
