It could have an internal crack somewhere in the inner primary

I believe you're supposed to have it standing upright. I use a block of wood under the kickstand to make it level when I fill the primary on mine.

No...

The inner primary cover surface does not contact the transmission case, only the mount bolt bosses do...

There is no way a crack on the inner primary cover could allow transmission lube to migrate to the primary, if the inner primary cover was cracked the lube would leak out onto the ground.

It's 1 quart in the primary for a 97 & 98 WG, per the Manual.

When it comes to filling a primary, forget how many ounces the manual says, too many of them are incorrect.

The proper level is when the lube just touches the outer diameter of the outer clutch shell, just like the illustration (bike standing up vertical).

This level is correct for all OEM clutches since mid 1984.
