One O rings seals in the inner case hole, the other seals in the inspection plate so you need to move it from 'slot 3' and put it on the outer end of the tube. The old levder rusted up due to not being used. They do tend corrode and get a bit sticky in wetter environments, not much you can do about that except grease it but that attracts dirt. Maybe some dry lube?

Coated with never seize paste, like done with axles.

Right you are about the other o-ring going to the other end of the sleeve. I figured that out eventually.

I like the never seize idea.
