In theory, yes. But not in my case it wasn't. My original shaft was fused so tight from sitting in one place so long it took a torch and hammer to get it out, which destroyed the plastic sleeve. Then the original shift shaft was rusted so badly I had to replace it and the sleeve/spring.

So to answer a couple of your questions.... As far as the bars, I have 10" Wild 1 Chubbys, and I know I needed to replace the cables, even though I'm not the one who did the swap. So, I would assume you're likely going to need to do that as well.
Also for the forward to mid swap - I ALSO had to do this on my 2009 Super Glide. I HAAAAAATED the forwards on the Dyna, even though I came from a sportster that had forwards, which was quite comfy. They were so uncomfortable on the Dyna and did not fill with confidence when I rode. And on the highways my legs were basically windsails. I transitioned to further-forward mids, and they're the best feeling pedals I've ever had.
So, I made this swap about 4 or so years back - and did a whole post on it - Also - there's a GREAT video on YouTube that walks you through this process start to finish. On my post I detailed out every part you're going to need - even though he listed everything in the video I found that specific to my bike there were a few other bits and bobs that I needed as well.

2005 here as well with 52k now. I put on Pirelli Night Dragon tires last time for a bit sportier ride, really like them.

Looks like your mids control shifter shaft lever is still there, and bolted to the base of the cylinder. It should be the flat metal piece under the bolt directly above the shaft in your photo. Remove the bolt and see if that piece moves freely with the shaft sticking out of the primary plate. This piece is what you will connect to the front of a new shift linkage. They can fuse up if left like that for very long. Mine did. If it moves nicely, you may be okay just being cleaned and lubed. . If not, it has to come out and be replaced.
