the trick is to cut it down. if you have a 18" windshield you want to cut it down to 16 . you will have alot less buffeting. they are real easy to cut down. if you want to know tell me...they can be cut in 10 mins and you will think it was bought that way.
I had the same problem with a large screen on my FXDC. I angled the screen back which helped a little.
Leather tool roll under the light helped a little more but still had the annoying buffeting.
I got a pair of HD Chrome lower wind deflectors and these transformed the bike.
I got the ones for the Fatboy and fitted them using two 1" lengths of stainless steel box section. Took a little bit of planning and drilling. I was worried about the looks but they actually blend in quite well with the lines of the screen. They are attached to the screen so get removed with it if I want to get naked.

I put on a shield for long-distance travel, and the addition of lowers has had the biggest (favourable) impact for me as well. I don't think the brand of lowers is as important (mine are Rifle) as the fact you are preventing some of the airflow coming up from under the shield and hitting you in the upper chest (and bouncing your melon around).
One problem I think a lot of people have is that they do not have the recommended shield height for their height. I do find it amusing when someone makes a recommendation on a shield without knowing how tall the other person sits in the saddle.
Certain manufacturers of aftermarket shields like Clearview have an optional recurve on their shields that provides the equivalent of an extra inch or two of height which can also aid in reducing buffeting.
I had huge buffeting problems with the H-D Compact QD windshield. It was extremely uncomfortable to ride even at 40 mph or so. After trying all sorts of things, I eventually dramatically improved it by replacing the plastic with Klock Werks Billboard Flare plastic and fitting Memphis Shades lowers.
Here is what I have. They are very similar is size to the Memphis shades lowers. My only beef if they are not a quick release like my windshield but I have not found any that are.
