A couple people have fit 200mm tires on the rear of the 06 up dynas with only mod being a change of rear rim and spacers. A 18x5.5 will fit the 200 tire you are after. Any wheel manufacturer should be able to set you up with that.
You wanting to change the front end makes your 130 size front tire easy enough since you will need basicly everything. You could stay harley and build a street bob front end it has dual brakes and not sure what size tire. Or there are a large amount of front end makers like American-suspension and others.
Headwinds is a place to look at for front headlights. There are other manufacturers also.
I have no advice on a single one stop shop for all your wants.
