Default steering stem question

I just adjusted the steering bearings on my new 08 FXDWG. First off, I found the star adjust to be pretty loose so it needed adjustment. What suprised me was how sloppy the steering stem fit inside of the top triple clamp. The threaded shaft is 1" in diameter but the hole in the top triple clamp was around 1.25". Is there supposed to be a bushing that fits in that space?

While doing the work, I found a gas leak on the tank top plate. It looks like the screws were just loose...time will tell. The leak has warped my leather 105th strap between the tank and seat If it doesn't flatten out, then I'll have the dealer replace it. I hope I don't lose my numbered tag in the process.

for what it's worth, my fuel leak repair didn't work. I took the top plate off and found paint chips under the rubber gasket. I cleaned the chips off, reinstalled everything, and now the leak appears to be fixed. Time will tell.
