hockey I think the bolts going up through the risers need to be torqued to 30-40 ft-lbs. I'd get it checked out, sounds like a saftey issue if they are loose.
Yep, 30-40 ft lbs.. I just replaced my bolts for the allen head bolts with chrome covers.

Stock risers probably rubber riser bushings are fine, but fine is as far as i would describe it. I have 4" risers with my mini apes and the polys are much much much better. I would describe the vibes as a little more. \\;\\\\\\; Not enough to affect my views in the mirrors. Happy with my polys. Did not like the flex of the rubbers with my extended risers.

Sometimes just loosen the four bar clamp bolts and retighten each bolt a little at a time in a cross pattern as if torqeing head bolts and the bars will straighten.
If the risers are moving also and the riser bolts are tight then the bushings are shot. \\;\\\\\\;\\\\\\\\\\\\\\; If the bushings were good and the bolts holding the risers in were tight then you should only have flex and would not be able to loosen the bolts and slide them forward or backward to adjust the "straightness" of the bars. Because once you tightened them the bushings would seat into the original position. Flex is what I don't like. \\;\\\\\\;\\\\\\\\\\\\\\; But with short risers flex would only be a minimum.
Sorry for your woes. \\; As you can see my bike is 10 yrs old. \\; I bought it 5 yrs ago and it had rubber bushings in it with the 4" extensions. I put up with it for about a yr and and decided I was going to do something about it.Crooked handlebars and so much flex I was afraid to push my bike around. I loosed my riser bolts many times and tried to straighten the bars and every time I retightened the bolts the bars went crooked again. \\; One time I took my bars loose with the 4 mounting clamp bolts and reinstalled them with the procedure I described above and dada straight bars. \\; But still had flex problem. \\; That was when I bought the polys and installed them and no more flex. That was 4 yrs ago and still happy with it. \\; Hope you get it worked out. \\; Not saying that is your problem, just sharing my experience.
Have 4" risers and there was too much flex with the rubber bushings. Installed some poly
bushings from Dennis Kirk and everything was good again. I actually had more vibration
with the rubber bushings because the bars flexed so much that the bottom of the riser
was hitting the triple tree. This was on a stock FXDL setup that was only 1 month old.
