Picked up some used bags for my Street Bob, with no instructions, I bolted them up and went for a test ride and noticed a pulsating vibration coming from the bags. Anyone
know if there's a fix?

What kind of bags are they? Do they hit the swing arm? I know there is a type out there that has a roller that mounts to the swing arm. I think they are Boss bags...

Yes, take the two cats out of the bags!

Actually, I would guess it might be the wind buffetting against the bags. Is it speed dependant? Can you reach back with one hand and actually feel the bag vibrating?

They are Harley leather bags with the mounting frame built into them. \\; The vibration is worse at low RPM's. I wonder if there's a rubber isolater I can use.
