I think it has to be horizontal. I worked at a bike shop that sold Ironhorse( I know) and when we would get one from Cali it was always that way when the others were vertical. I would call the local Highway Patrol Office and check. \\;
Been riding with mine in Ca for a few months now, but I have Texas plates on the bike so I'm not sure they could do anything even if was against Ca law.
