Mine has two bolts on each side by the tail lights, no drilling required, and one bolt going through the fender, same connection for rear seat.......no drilling required
I can't really speak about the 06's but the O5's and earlier don't need any holes drilled in them and I would be surprised if the 06's were any different. Doesn't sound like it is something that would be required.
Sorry guy, but if your bike is an '06, they have to drill a couple of small holes right over the plate holder. It's not through the fender, but through the black plactic piece.
That's cool w/ me....So long as its not the fender itself.

I put the bobtail fender rack on my 06 WG. I really like the looks. Easy to install if you have a torque wrench. You need to drill two small holes in the plastic cover over the license plate.
