In the old days we would use a small sharp chisel and carefully tap on the left side of the bolt lead till it loosens up. (It worked on mine) I like the dremmel slotting idea also. If you drill the head off it will probably screw right out with a vice grips after the cover is removed. Easy outs (screw extractors) work best on large rusted bolts and sometimes they snap off too. I wouldn't waste my time with them on small cosmetic bolts like that.

best thing to do most of the time on alot of torx or allen head screw's is to tap on them.before you try to loosen them up.that seem's to help alot i think they are made of the cheapest metal known to man.

I have used the Dremil to slot the fasteners, and then used a dull
chisel to loosen them.

if they are breaking then you do not have them seated enough and you will need to drill a bit deaper...
glad you go them out... i also have used the chissle method... lead to my first paint job when the chissle slipped off and took out a nice chunk of the tank... thankfully is was a barn build anyway!
