Umm, no. 19" is 19" in diameter and 21 is 21" in diameter so they are no the same.

but the outside diameter of 21" wheel and tire is about 1/4 of a inch taller than the 19' with standard sized tires. Wide glide front ends are not the same as your mid glide..
