Heel Rests
I used to run them. Seemed I always had problems with my peg mounts getting loose. I thought maybe it was from the leverage of my feet on the heel rests. So, I dumped them and went with wider pegs instead (Kuryakyn Widows). Not telling you what to do but I have yet to have another loose peg mount since.

My forward controls did not drag on the ground until I added the heel rests. The heel rest pegs drag and I have to replace them every year.
I usually ride with my mid pegs in the 'up' position and only use them for long distance rides. I just purchased a pair of Kuryakin SwingWing pegs and will replace my mid pegs this winter. Between the forward controls and the SwingWings, I will have about 7 different foot positions available.

Swapped the heel rests side for side and don't scrape but occasionally.You might try this to see if it helps.

If you are dragging them often, then you probably have them angled down too much.
I run mine more level...so they act more like a footrest.
I occasionally do drag but only if I'm really leaning into a sharp curve
