I have about 2,000-3,000$ to spend on some engine mods, i want to bump it up to a 103 , and possible port and polish the heads but thats about all i know to do. i dont know to much about engine work and would like some help.

Different: pipes, intake, tuner, cams, roller lifters, throttle body and big bore kits for the top end. Truing and welding your crank, Timken bearing conversion, SE compensator for the bottom end.
What do you want your bike to do?

First and foremost is to make sure that the lower end is up to snuff. I would have the crank trued and welded and timken conversion done. At this point the lower end will be pretty much bulletproof for the common man. Everything else is pretty much just trivial. A good port job on the heads mated with the correct cam and pistons will yield great results.
Talk to the many builders out there and see what they recommend for your type of riding and are willing to back up with dyno proof. Thats not to say that your motor will perform exactly like the sample motor but at least you know it will be close. I don't put much faith in dyno sheets as I believe the dyno should only be used as a tool in order to extract as much power as possible from any given engine combination.
Lastly, prepare for the worst in terms of dollars cause if you plan to spend $3000, you will, at some point during the build, decide to go ahead and spend $4000. Trust me I've been through this process in 4 different forms of motorsports. At this point, I'm taking the cams and tuner route because I know too well that once you get deeper than that you reach the point of no turning back and you may as well do it all and do it right.
